Attached is an update on what is happening with the report. There has also been a letter of intent signed by the Minister that establishes a joint budget working group mandated to make a report to him by October 20th. Until that occurs please ensure the work you do in the regions is of a planning nature and not an implementation nature. Until we get a go ahead for a reduction plan, we are not to spend unless the matter is of a health a safety matter, and we are also not to proceed with any reductions unless there is agreement from resources and parents to the plan. Elaine Murray email: Elaine.Murray@gems6.gov.bc.ca ****************** To: Community Living Managers Re: Community Living Transition Process As you know, the Community Living Transition Steering Committee (CLTSC) was formed last spring to provide recommendations to Minister Hogg, by September 30, 2002, on a transition plan to accomplish the transfer of authority and responsibility for community living services to a new governance structure. I wish to advise you that Minister Hogg has provided an extension to the CLTSC for the completion of the report. A final draft of the report is expected to be shared with the Minster on October 7th. The final report will be received on October 23, 2002. The next stage of the transition process is the review of the report. A process led by Assistant Deputy Minister David Young has been put in place which will include both internal to Ministry resources staff as well as external staff. In the next week, the Minister will appoint a Transition Planning Group to continue the work of the CLTSC. This group will be formed from the current membership of the CLTSC. Later this fall, legislation is expected to be presented that will enable the creation of an Interim Authority for Community Living Services. Once the Interim Authority is created, a Board of Directors will be appointed from nominations received from the CLTSC, along with other expressions of interest. In the meantime, it is crucial the Ministry and the CLTSC proceed with detailed operational and financial planning for the coming fiscal year. To address this issue, the Minister has requested that a Joint Budget Working Group be formed. The Joint Budget Working Group will: · be comprised of five representatives appointed by the CLTSC and five Ministry representatives, including Assistant Deputy Minister Les Foster as Chairperson; · reach recommendations by consensus wherever possible and where not possible the difference in positions will be noted in the final report. · provide a final report which will remain confidential until the Minister releases it; and · commence work immediately, with an end date of October 20, 2002. The information provided above was outlined by the Minister in his October 2nd letter of intent to the CLTSC members. Until the CLTSC report is received and reviewed, it is important that we continue on our present course at the regional level. The Ministry has committed to a continued moratorium on the budget reduction process unless all parties are in agreement. That process will remain in place until the evaluation of the CLTSC report is completed and a plan to move forward is finalized. I recognize this has been a challenging time for Community Living Services staff.
