Definition

PAC Provincial Assessment Centre - formerly Willow Clinic - this centre provides support to people with disabilities who have complex mental health or behavioural support issues.  The support is meant to be short term (90 days).
Co-Management On November 13, 2002, under a Memorandum of Understanding between the Interim Authority for Community Living British Columbia and the Minister of Children and Family Development, the community was given a voice in the management of all community living services. This voice is provided through a Co-Management Committee, which is made up of three appointments from each of the Ministry and the Interim Authority. ACT

 Legislation passed by government, eg. Community Governance

"Community" refers to individuals with disabilities, their family and friends, with assistance from service providers. "Governance" means to manage and direct in an ethical manner. (source: www.individualizedfunding.com )

Community Capacity

Successful communities are easy to spot. They have strong, supportive families; vigorous, sustainable economies; accountable, competent government; effective educational systems; safe homes and public spaces; and vibrant civic, religious, and cultural institutions.  To be successful, a community must have capacity--that is, the ability to mobilize the energy and talents of its members and to secure outside resources, such as capital investment and public services, to foster individual growth and improve the quality of life. In communities where poverty is concentrated, where resources are few and problems seem overwhelming, building community capacity is especially challenging.

Part 2 Federal Non-profit Corporation

One formal organization structure option for the non-profit body that will manage community living services.  The governance committee of TSC will identify options for a structure that will provide:

an on-going relationship between government and the corporation which secures for people with disabilities and their families a voice in future policy development,

bullet

a minister-level relationship with Treasury Board,

bullet

an ability to carry forward surpluses from operational savings from one fiscal year to the next, and,

bullet

operational decision-making autonomy.

Individualized Funding

The essence of individualized funding is very simple.  Instead of money being passed to service-providing agencies . . . the money is put under the control of the individual.  The individual can then purchase the supports they require . . .
Parameters:

Based on the needs of the individual, as identified in a personal plan

bullet

Paid directly to the individual, or through a process that is appropriate for the individual

bullet

Can be used flexibly

bullet

Portable across jurisdictions

bullet

Requires the body responsible for allocating individualized funding to justify why certain needs should not be met

bullet

Reviewed and/or re negotiated on an annual or "as needed“ basis  

bullet

Is simply a mechanism to distribute public funding

Independent Planning

Independent planning, which is sometimes referred to as service brokerage, is both a system function and a planning process in which advice, information and technical assistance is made available to individuals and families who request support to:

Identify different ways to meet personal needs

bullet

Negotiate and use individualized funding to purchase required community services and supports  

To enable each person to achieve full citizenship, the independent planner must provide support in ways that are flexible, responsive and controlled by the individual. (source: www.individualizedfunding.com )

Self-Determination

Self-determination means that people’s choices are made autonomously and free of coercion and that they consent in an informed way to their rule by others or the government.  Self -determination enables each person to:

pursue their aspirations

exercise choice to realize their aspirations   

bullet

develop our capabilities to the greatest extent possible

Transition Team

This refers to those individuals who will provide leadership in the process of transitioning from current system which operates under the authority of the Ministry for Children and Family Development to a new community governance model whose Board has a majority of people with disabilities and family members.
