Community Living Coalition February 21, 2003 Update on Interim Authority - Finalized arrangements for self-advocates. Linda Perry will provide the main support with Gregg Schiller assisting. David Driscoll is chair of Board of Interim Authority All service contracts extended 1 year Doug Walls & Doug Woollard are the two Senior Consultants to the Interim Authority Board Secured offices in Victoria & Vancouver Explanation of Co-Management Rick Mowles, Doug Woollard, Melinda Heidsma Elaine Murray, Robyn Symes, Les Foster, Lynn Stevenson Working on a number of areas. Two parents work as observers. Klaus Linemayr and another parent. Co-Management: To replace the Executive of the Ministry. Initiative with Co-Management is to go around the Province to figure out how to develop creative services that are cost effective. Service providers told that they must cut back 4.5% to 5% except for a separate process for microboards. Funding to implement plans for service innovations. One time only restructuring funds. Co-Management to work with government to manage services. **Changes that occur must be in the benefit of the family and individual and with their consent.** Klaus: Hope that the budget will be made public. Will now be released effect on community living. 11 million for school-age children with Autism. Reviewed Draft Legislation: - safeguard eligibility - safeguard during transition, - To include the advocate for service quality Full Board of Interim Authority has now been finalized - List on the internet: www.interimauthorityclbc.ca Method to obtain a pool for Advisory Groups (self-advocates, family, service providers & community) was discussed City TV was at recent interim authority board meeting. Cathy was interviewed around her work with the Authority, Cathy’s goals and writings. Continue to review the Community presentations. 13 out of 15 are completed. Plaza 500 on February 25 in Vancouver, and continuing education locations to still be presented. Enormous concerns still in community. Much related to lack of information and misinformation. Concern about separation between planning side and the Authority. Final Report from Minister due in March with Letter of Instruction to the Board of the Interim Authority. Program delivery & planning/ split between budgets separate? No money shifting from current service to Planning/Service. There will be planners throughout the Province if you choose to use them. You can also bring your own plan. Planners can also come to you. Planners will also not be about $$$. The Authority will be the group that approves the funding. You could bypass the Planner and present to the Authority. Financial constraints would possible impact the plan. What provisions are in place for people who don’t have family? This is a priority issue. Review from the last meeting: Community Living Coalition must continue as a Dynamic group that serves as a reminder of Feedback from the community – Solutions Questions, Feedback Maria will address information from the last meeting and set the context of the priorities. Minister will take the feedback from the consultation process. Coalition community will have Reference groups that will address specific issues? Need to establish working groups that feed into the Interim and Permanent Authority. Possible Priorities: $Money$ Communication with Community and Community Living Coalition.
What are the priorities? Do we have Reference Groups? The situations are different in each region. Ask facilitators what are the priorities in your regions? Issue in the Okanagan are people with no families. Who will take the place of the person who cares about the day to day needs of “Mary”. This is why within the planning function we must build a network around this person that knows the wishes of “Mary”. Focus on less dependency on services and look to how community helps. Co-management is in meetings with service providers. There needs to be an ongoing dialogue for feedback. Must be a conversation not a presentation. Not very many families turned up for the Co-management meetings. Could not assign priorities to the list as we need more clarification with sub bullets under each heading. Motion to create CLC reference groups on key issues to meet with the IA on a regular basis. Moved by Klaus,Seconded by Louella Vincent, Carried. Coalition will talk with David Driscoll to offer input from the CLC about how reference groups develop, ensuring a broad base provincial representation. 5. Update on the CLC Facilitators Training event. This day long session is to assist volunteers in bringing information back to their communities and to begin to recieve community input. This will then be taken from the CLC table to the I.A. The event has been organized by the CLC Communications Committee Communications Committee Report 1. Main focus has been on organizing the Facilitator Training Session for Sat. Feb. 22nd. We welcomed the 16 facilitators from around the province. 2. Please make sure you are on the data base if you aren't currently Noted by member: new government legislation now makes it possible to leave RRIF and RRSPs to children with special needs amount you can leave has been raised from $7,634. to $13,814 and still receive DB. This change is limited to parents and grandparents is effective immediately Conflict of Interest Clarification: It was reported that those involved with the CLC that are also connected to the I.A. are not in a conflict of interest when their time is volunteer at the CLC meetings. This is based on discussion with a lawyer regarding conflict of interest. If there is an issue on a specific topic people should remove themselves from that particular discussion. It would be helpful to invite Doug Woollard from Co-Management to come and speak at the next CLC meeting to clarify the budget plans and progress to date.
