1. Introduction and greetings to new folks

2. David Driscoll - was introduced as the new co-chair of the Transition Steering Group, appointed by Minister Hogg:

bulletDavid Driscoll worked with Gordon Hogg as mayors (Port Moody & White Rock), and in particular worked in the 80's to support the de-institutionalization movement
bulletHas been involved with various IF projects in BC over the past 15 years.
bulletWorks with the Vancity Foundation to show government that Community has the capacity to support people, in the same way that the Private Sector has been making the argument that they can provide services better than government.
bulletWas on the board of BCACL through the 80's.
bulletVancity Foundation supported the IF Project with a grant of $50,000.00.

Dale Alexander Moved / Linda Perry Seconded that the coalition supports the appointment of David Driscoll as the co-chair of the Transition Steering Group.  CARRIED

David Driscoll will co-chair the Transition Steering group with Elaine Murray from the Ministry.

3. Update on Children's Issues - proposals have been submitted back and forth between the Coalition and the Ministry.  There are still outstanding issues.   Coalition will continue discussions with the Ministry and resolve the final issues. 

4. Letter or Agreement with the Minister: The Minister has finalized a letter of agreement with the Coalition.  It was distributed to the attendees at the coalition.

5. Nomination committees reports back to sectors: Sectors met separately - families, self-advocates and service providers met in separate rooms and reviewed the reports from their nominations committees.  Then the reports were brought back to the whole coalition group. 

The coalition will not release the names until the Children's services agreement has been signed by the Minister.

The coalition gave a standing ovation to Doug Walls for his efforts on behalf of Community Living to establish this transition process with government

6. Updates and sharing of info: A self-advocate reported that his homemaker services were cut yesterday.  Income Assistance changes were discussed.  DB2 changes are minimal, but cuts to other areas in MHR are substantial.  Many families and people with disabilities will be affected by these program cuts.  MSP cost increases have been covered for School Boards, Hospitals and Universities (public employers) but the social service agencies were left out of this group.  As well, the Ministry of Health released a new draft care facility  licensing act.  Service providers will form working groups to address these issues.

7. Next steps:

bulletComplete Children's services Agreement - with Minister's signature.
bulletSubmit names of appointees from Coalition to Minister after Children's services agreement.
bulletAsk Transition group to set up working groups as one the first tasks on their agenda. 
bulletOrganize a workshop on Community Governance - Use resources from the University of Ottawa or University of Victoria.

8. Committee structure - We will create a committee structure that parallels and supports the committee structure of the Transition Team.

9. Next meetings: April 22nd 4pm - 8pm and May 8th 1p - 4:30pm
