Community Living Coalition Meeting - Wednesday, August 20, 2003 from 10:00 am to 12:00 noon

MINUTES

1.  Introductions - People introduced themselves around the room. Chairs are Linda Perry & Mike Keating.

2. Review Agenda: Add a discussion on the compensation funding rollbacks to item 4 - IA Update.

3 Focus of the CLC - getting back to our roots - The Coalition has focused on providing information and updates at their meetings, but has not taken an active role on issues of late... Are there ways to get the coalition to take action on issues and take the lead on issues?  Is there a way to review where we want to be going and set some goals and start moving towards these goals?

One of the reasons people attend, is to get updated on the changes coming to community living, and people are frustrated by the lack of timely and comprehensive information on changes.

As well, people noted that attendance has declined (summer vacations as one excuse), and we should focus on increasing attendance as well.  People commented on their appreciation of the email updates and website for up-to-date information.

4.  Interim Authority Update

   - Compensation Funding Reductions: Agencies around the province received letters saying that the Ministry had decided that due to overfunding of the last collective agreement, a new formula has been determined and will take effect September 1, 2003.  Agencies were told that their funding would be reduced by between 3% and 5% of Ministry funding.  The Interim Authority was not consulted on this process.  The Ministry has an appeal process and all agencies are urged to file for a review of their letter and calculations.  Agencies are angry about the tone of the letter and feel that the plans for cooperation on reducing the cost of services are in jeopardy.  There has been much work done on developing plans that don't affect the the quality of services to individuals, and these new cuts cannot help but affect the quality of services.  There was a committee of Ministry and Service Providers that had developed a cooperative approach to addressing the issue of funding of compensation agreements, but this committee has been bypassed. 

MOTION: Moved by Maria Glaze, seconded by Cathy Anthony: The Coalition is concerned about the compensation clawback process undertaken by the Ministry for Children and Family Development and its impact on individuals, families and service providers.  The Coalition will contact the co-management group and the Board of the Interim Authority to gather information and develop a strategy and contact with the Minister. CARRIED

Maria Glaze was sitting on the co-management group and will talk with Doug Woollard about the co-management group's response to the Ministry initiative.   As well, Janice Barr will contact the Interim Authority Board (David Driscoll) to express our concern and find out what action the Interim Authority is taking.  The coalition will form a small working group to address the Minister directly regarding the abandonment of cooperation and collaboration between the Ministry and Service Providers.

   - Family Leadership Meeting ideas and plans: Last week, fifteen family members that have been meeting for over four years gathered to review their goals.  The following points were the highlights of the discussions:

1-800 number: Families need a place to call to get information.  The calls could be monitored to find out how the transition process is affecting families and individuals across the Province.  Are there regions that are having more challenges than others?  There is a 1-800 number for the Interim Authority, but there isn't a communications person to answer the phone right now, so callers have to leave a message and wait for a reply.  As well, the Service Quality Advocate has a 1-800 number and can respond to concerns about transition problems, but families need to be able to call and get up-to-date information and answers to their questions.

How can the coalition support the work of the Interim Authority Board as they struggle with complex issues such as Treasury Board demands?

One of our goals was Individualized Funding.  How will we continue our advocacy and build pressure for its implementation?

Home Ownership as an option for individuals and families to provide enhanced stability and security.

   - Reference Groups' Retreat: Three reference groups were established - one for families, one for self-advocates and one for service providers.  There are seventeen people on each reference group, representing the seventeen areas of the province that will have community living centres.  Nominations were accepted from across the Province and the Executive of the Interim Authority selected representatives based on ensuring broad representation - families with children and families with adults, service provider reps from non-profits and service provider reps from private agencies.  There was a retreat last weekend at Trinity Western University to gather the reference groups and bring them up to speed on transition process to date.  A lot of the discussion focused on ways to improve communications in communities across the Province.  Each group selected a first and second representative who will act as spokespeople to attend meetings with the Interim Authority Board.  Following the retreat, the Interim Authority will follow up with the 51 people to confirm their ongoing participation and then those people's names will be posted on the Interim Authority website. 

   - Strategic Planning Session: The Board of the Interim Authority is planning a Strategic Planning session for September 11th and 12th to allow the Board to catch its breath, review progress to-date, and plot strategy for the next period of time.

5.  October Family Meeting: CACL National Conference is in Vancouver in October - a meeting to gather families to discuss strategic directions will be scheduled at a location close to the conference.

6.  Other issues:

Children's Services: There are 5 children and family authorities and 5 aboriginal authorities are behind the community living authority in terms of readiness to begin directing services.  One proposal from a consultant suggests that adult services be transitioned first, with those community living services for children waiting until the other 10 authorities are ready to assume services. MOTION: We support the Interim Authority in its desire to transfer identified children's services to Community Living British Columbia at the same time as adult services.  Moved by Cathy Anthony, seconded by Arlene Schouten:  CARRIED  A letter of support will be written.
