Community Living Coalition - October 21, 2002 Bonsor Community Centre - 1pm 1. Introductions - 40 people in attendance 2. Community Living Transition Steering Committee update and overview regarding recommendations to be signed off on Tuesday, October 22, 2002: Doug Woollard reported that the final report was delivered to the Minister on October 7th and circulated to the TSC members. Over the past 2 weeks, the Joint Budget Working Group has been meeting to work out a plan to get to a budget for 2003-04. There were five community members and five Ministry folk plus a Treasury Board consultant that met many times to develop strategies. Doug read a prepared statement on the outcomes of the committee - full release available here - There is a fundamental shift in the way families and individuals will plan with service providers and the Ministry... Changes must be based on individual and family choice and will take time – they must be done gradually and they must respect people's right to choose. The restructuring fund of approximately $40 to $50 Million will be available to the Authority over the next 12 to 24 months. The focus of all the strategies will be on giving families and individuals choices in services. 3. Communications Committee Update - discussions of strategies for information updates to communities:

Individualized Funding Family Coalition (IFFC) - Community Presentations end of October/early November: There are five presentations being planned around the province to give families a place to discuss the TSC Recommendations. The five communities where information sessions will be held, along with the dates, venues and speakers are listed below. Unfortunately, funding available to the IFFC is limited, so the public meetings are limited to these sites at this stage.

A formal vote by families on the recommendations - Bob Kiell said he will give his families a formal vote on the recommendations - Doug suggested that people need to consider the report as a whole although some recommendations are more integral to the new authority than other recommendations. 6. Feedback on Video-conferences: People felt that hearing from people around the province was valuable, but there was great frustration with the lack of detail on the recommendations. People did get some understanding of the process and that there isn't any great detail on future operations of the authority... the recommendations are broad directions. 7. Interim actions: Who will the Minister respond to /negotiate with if he wants to discuss future directions? The Minister will appoint people to board of the interim authority and the coalition wants to ensure effective regional representation and that people have the skills and abilities to guide the implementation process.
