Burnaby Association for Community Inclusion
Interim Authority Update:
Doug Woollard provided an update. He attended the “Road to Citizenship”
conference in San Diego and felt that B.C. is still better off than many
communities. There are still many institutions in the U.S. He also learned the
benefits to individuals where Individualized Funding has been implemented.
CLBC Staffing
There are currently about 40 people working for the Interim Authority now.
The Board is involved with the Readiness process underway and one of the
resolutions is that MCFD with the Board needs to appoint a CEO.
Information Sessions
Information sessions are being planned for Feb. through March, but are not
confirmed as yet.
Individualized Funding Grants
There were over 600 applicants for Individualized Funding. Even though this
initial phase was intended for adults, many families with children applied.
There applications will be considered in the next phase when families with
children are invited to apply (within a few weeks).
Within the next few weeks people who have applied will be informed about their
status. All applications are being screened to meet a number of criteria,
including geographical distribution and range of supports received and required
by the individual.
MCFD Budget
The MCFD target for fiscal year 03/04 was to find savings of about 15.5
million dollars. There is some distance to go to achieve the Ministry’s targets
for this year and next year. At this time the amount of savings realized from
both voluntary and nonvoluntary initiatives is unclear.
MCFD have now asked service providers to examine all day programs where there is
1:1 funding, to look at all residential vacancies for cost savings as well as
re-evaluate all contracts for individuals that are over $180,000 per year. There
will be meeting with the Ministry on Dec. 2 to learn the actual dollars that
have found to date.
MCFD must report to Treasury in two weeks on how they will effect the
reductions.
There was considerable discussion about the impact of further reductions and it
was recommended there be an urgent CLC meeting immediately after the Dec. 2
meeting with service providers and MCFD.
Dave Driscoll reminded us of the Community Living movement’s gains to date –
 | moving from 23% to 11% Ministry budget cuts, while
most other Ministries are being hit harder than we are, |
 | Community governance that places families and
self-advocates in a decision making role on the Community Living BC board and

 | Individualized Funding as an option. |
CLBC Governance
Eight people have been selected to remain with the Interim Authority Board
during this Transition phase. They are Lorraine Ward, Jeff Moulins, Sherry
MacDonald, Tom Milner, Rod Gunn, Tim Stainton, Lynn Rolko and Susan Whittaker.
Next CLC meeting date will be December 3, 1:00 to 4:00, at the Burnaby
Association for Community Inclusion.
