The Transition Steering Committee (TSC) was appointed by the Minister of Children and Family Development, Gordon Hogg, to create a transition plan for Community Living Services to move to a new Provincial Authority.  The TSC was given its Mandate and Terms of Reference in a letter from the Minister on April 10, 2002.  The TSC now has its own website at www.cltsc.bc.ca .

Mandate

 The TSG shall have the authority to make recommendations to the Minister defining the terms of the transition plan including determination of all financial, staff and other resources and all assets consistent with the Ministry’s budget plan and incorporating all necessary elements and processes to successfully transfer the delivery of community living services to a new provincial authority.

Vision Statement

We believe individuals and their families, along with their friends and community partners, have the capacity to find the solutions right for them, and that now is the timeto transfer the power and authority to enable this.

We have a new vision for a governance structure that will enable:

A transformation of the service system from a culture of client-hood to one of citizenship, to one that empowers individuals and their families and builds on their strength and resiliency, and one that honours choice, self-determination and inclusion.

A permanent seat at the policy table for people with disabilities and their families.

The service sector's capacity to be both responsive and flexible and to remove barriers to creativity and innovation.

Individualized funding as an option for those who choose it

The maximization of economic and social benefits for individuals with disabilities, their families and communities, by partnering with business, spiritual communities and labour in mutual benefit.
